Interim report published on the Natural Environment & Planning Bills

The Environment Committee has released an interim report and supporting briefings on proposed planning and environmental law reforms now open for public submission.
Environment Committee releases interim report
The Environment Committee has published an interim report on the Natural Environment Bill and the Planning Bill. We are releasing briefing documents on the bills to further public understanding and aid the submissions process. Submissions close at 4.30pm on Friday 13 February 2026.
The committee is considering the two bills which together would repeal and reform the Resource Management Act 1992. The Ministry for the Environment and the Parliamentary Commissioner for the Environment are acting as our advisers on both bills.
Briefing documents to support public submissions
On Thursday last week we received an initial briefing from our advisers on how the bills would work. To further public understanding of the proposed new regime we would like to share the advice we received.
How to make a submission
Submissions are open until the end of next week, and these documents may be useful for those still compiling their views. They provide another source of information in addition to the bills themselves and material already on the NZ Legislation Disclosures’ and the Ministry for the Environment’s websites.
