We could change the stats by deciding to change the weighting of offences and start picking on the easy-money speculators and aged for something they do wrong a lot, like ignoring the requirements of the social contract. Old crims, then become the destroyers of society and rehabilitation and support of young having gone off the rails shown to turn society around.
