  1. You could assume the plan is to sell or demolish 1500 houses and replace them with 1500 units on a smaller area of land and the govt make a profit on the deal and retire debt.

    The likelihood is the land freed up will be sold undervalued, at the bottom of the market, at a firesale rate to NAct mates. Consultants and real estate agents will get a more than fair whack. Little or no debt will be retired.
