Most humans are corrupt and deserve to go to hell, where they belong, to whatever level of the place, life is a journey, a learning process and selection process, your soul will only progress if you do the right thing.
Perhaps Gandhi, Jesus and others led the way, but most mortals NEVER get it and will go to HELL, so they go.
