Okay, let them take the money, and under agreement and on the title, ith the Council/central government? they get a loan and build a suitable duplex house and when they sell they sell it at cost price back to gummint. So they get a nice place to live, which must be affordable for them and then the gummint gets it back on their death or shifting out. That could add to the housing stock and help to ease the pain. They could live in whichever ton they wanted.
