  1. This is what I would do, right now. Build state houses like it’s going out of style.
    Change tenancy laws to more resemble European ones or our own commercial ones.
    Build houses that would be suited to these kinds of tenancies, and allow people to have security of tenure. I would initially keep these govt owned and run
    Then I would open up shareholding in these types of housing to the likes of Kiwisaver providers and individually to lease holders living in these types of housing. Right from the outset, I would disallow any other form of investment in them, to keep them out of the hands of corporations and foreigners.
    Once that was established I would then put as many laws in place as necessary that would support people owning their homes.
