  1. These factors combined should have raised a big red flag over Tarrant:

    1. Born overseas.
    2. Known to have semi-automatic weapons
    3. Visited North Korea (not to mention Pakistan, etc)

    approx 131,000 NZrs were born overseas
    approx 4000 people in NZ have semi-automatic weapons
    roughly 4,000 – 6,000 western tourists visit NK every year

    I triangulated the estimated number of people who hit 1,2 and 3 down to no more than 6 with an error margin of about 5.

    1. The problem is not exactly that.

      The only people checking for suitability of arms licences are the police.

      Their system is archaic – a kangaroo court of the worst sort. A police officer can make the decision. He (always ‘he’) makes it in isolation. They rely on hearsay – which has not been challenged. There is no hearing. There is no review process. It is a dictatorial decision of the worst sort. The police have no experience or competence in this matter.

      They will almost certainly make mistakes and there are no checks and balances.
