Re: cyber war treaty between US and Russia
This is an article from the NYT in 2009, about addressing the problems of cyberwar
Note the reference to Russian and US military leaders secret meeting in 1996..the horror! the treason!, and objections to how the treaty could be enforced because of the “impossibility “of knowing who or what state actor was involved
Note also the very balanced and fair style of reporting, an example of reporting intended to inform rather than propagandise
