  2. Thank-you Dr Ian, a complex situation. You mention the shortage of GPs causing curtailment of services. This can only cause increased costs due to lack of speedy intervention. I wonder if the problem goes deeper than the funding model. Could increased medical school intakes with students funded by bonding help here. In not-for-profit clinics would having doctors and nurses wages paid directly from government, like teachers salary, be an improvement? Given the fee disparity between health care provided at private clinics and A&E, is there a case for primary health care to be based on a Police/Fire service model rather than private enterprise?
