    Here is a traditional idea – children belong to society as a whole not just to their parents therefore the future of society depends upon healthy children.
    As I know you, and your followers, despise any reference to traditional Maori tikanga I leave that aside and provide you with a Eurocentric example – the education legislation of 17th century Scotland( 1616 act, 1633act 1646 act) that made care and education of ALL Scottish children the responsibility of the state to be paid for by taxation levied on landowners.
    This was, of course, well in advance of England which is not surprising given the moral and humanist superiority of Scottish society over England.
    Here is another not novel idea.
