  1. The extension of data mining to people whom seek the services of NGOs looks to me to be part of the process for the new Ministry for Vulnerable Children.

They have convinced themselves that the only problem in New Zealand is caused a fairly small number of feckless individuals who account for crime, child abuse and all the rest.

Having established the fact in their own minds, they are now, like Donald Trump pursuing a Wiretapper, out hunting the miscreants.

This plays right into Bill English’s wheelhouse. All those urban beneficiaries are child abusing, P-smoking, layabout, Welfare Department cheating bludgers. And the sooner we can prove it, the sooner we can throw the book at them.

Most of us had suspected the “focused” approach was just another word for “punitive approach”. And the power of State surveillance has been dragooned in to add power to their finger-pointing arm.

  2. MSD applies “collective guilt” approach when prosecuting “fraud”:

    http://www.msd.govt.nz/documents/about-msd-and-our-work/work-programmes/welfare-fraud/relationship-debt-sharing-factsheet.pdf

MSD prosecutes suspects relentlessly, it appears, and questions were asked whether this contributed to a woman’s death:
    http://www.stuff.co.nz/national/87347930/Aggressive-prosecution-focus-at-MSD-preceded-womans-death-inquest-told

Shakeup at MSD after incident, where manager allegedly bullied and assaulted staff:
    http://www.stuff.co.nz/national/87469253/shakeup-at-msd-after-woman-died-and-manager-was-accused-of-abusing-staff

“An MSD manager was accused of firing a staple gun at staff she didn’t like, and calling one a “f…tard” in front of colleagues, an inquest has heard.

The inquest in Wellington into the death of Wendy Shoebridge heard allegations of a dysfunctional Ministry of Social Development office in which the prosecution of suspected benefit fraud was a major priority.”

MSD is trialing personal risk profiling based on data gathering:
    https://nzfvc.org.nz/news/msd-trials-predictive-risk-modelling

MSD’s data gathering starts with demanding clients fill out endless forms:
    https://www.workandincome.govt.nz/products/forms/

So yes, it may all start in an apparently harmless, well-meaning way, but the end result is a form of encroaching information gathering, of forms of “surveillance” and it leads to profiling of people, by putting them into categories for risk and whatever else they may come up with.

Once suspected of fraud, the police may be involved, and it gets real nasty.

      1. Thank you @ Frank for this post.
If we take a step back a minute, what you’ve provided is further evidence of a now utterly dysfunctional and politicised public service.
There’s a reasonably good analysis here:
        http://www.radionz.co.nz/national/programmes/insight/audio/201781443/insight-for-6-december-2015-politics-and-public-servants
        and elsewhere.
I recently emailed you when you offered up your email address on another of your posts relating to academic research – I now know those concerns related to the fishing industry.
Absolutely nothing is going to change until we address the problem of our public service and its structure: its subservience to the whims of Ministerial whispers, the Master of the Universe culture that exists amongst senior managers, the lack of scrutiny, ….. ( I could go on)
What surprises me is that public service reform could actually be a vote winner for any of the opposition parties – except for the fact that they probably want to impose their will if and when they come to power too.
I listened to Ryan and Edridge as the programme went to air, and I just had to wonder how the fuck such a complete muppet came to the position. I then realised it was pretty obvious.
Whilst in the ‘old days’ you could find examples of Muldoon-like bullying from time to time and a Peter Principle in effect, our public service has now been completely captured.

Perhaps a starting point in any sort of reform would be to make senior public servant appointments subject to a cross-party parliamentary committee (I know – a camel is a horse designed by a committee) rather than by Minister/governing party alone. I think your own crony watch pretty much says it all.
        /end rant

  3. MSD’s new “budget advice” turned “financial capabilities building” approach, where it is no longer considered as being sufficient, to give people needed guidance and advice:
    https://www.familyservices.govt.nz/about-funding/budgeting-services-funding/index.html

    https://www.familyservices.govt.nz/about-funding/budgeting-services-funding/the-outcomes-framework-and-principles.html

    https://www.familyservices.govt.nz/documents/about-funding/budgeting-services-funding/guiding-narrative-overview.pdf

Now a firmer approach is dished out, for those who claim they cannot manage living off meagre benefits. Clients will be told to pull their socks up and bloody well manage on what they are given, no matter what.

  4. What this all shows is that governments have not so much been marching to a surveillance state, as slowly creeping toward it.

As you asked Frank, what’s next?

    1. Theyve convenced themselves that selves spy agencies can predict the furutre like media that repeats political agendas. We have to turn this around like the outcome of Nicky Hagers trials. And I prey our daughters don’t get caught up in this for reasons of MSD discipline.

  5. Spying is apparently part of New Zealand’s business growth agenda. Maybe it’s a case of ironing out the wrinkles on a hitherto unsuspecting population … us. http://www.nzherald.co.nz/business/news/article.cfm?c_id=3&objectid=11794020
Is Thiel the lead guy? http://www.advocate.com/technology/2017/2/23/what-happens-when-peter-thiels-spyware-becomes-trumps-new-toy
Time to nationalize lands “acquired through sweetheart deals” and kick the bastards out followed by the traitors.
