PR for the agency have said thousands of complaints about it’s staff and practices is only a fraction of total transactions. Well that’s alright then. Let’s have no accountability or recourse in government agencies, where if more people who don’t complain outnumber the complainants then the agency is operating perfectly. An agency formally receiving seven complaints per day for years indicates an institutional problem, staff with few skills but many complex social needs, and a system which needs wrap around ridicule. If it were a business it would be restructured, automated or shut down.
Well the first two options, have started and we are moving on to the ‘shut down’ one.
And this could be speeded up by natural disasters.

…NEMA is planning to respond to “the worst of the worst”, working with 50 organisations to create a “catastrophic handbook” which can apply to any disaster, said Holland.
“That’s things like mass casualty management, the provision of food, water and shelter, restorations of critical infrastructure, establishment of emergency supply chains.”
International assistance would be vital for the latter, and NEMA was planning for what would be needed, and how it would be distributed upon arrival in New Zealand, she said.,,
But there was more work to be done in getting government and communities to properly understand the level of risk.
“We will be driven kicking and screaming into that space, by the insurance sector one way or another,” he said [NEMA chief science advisor Tom Wilson].
“But we must have a better platform for being able to compare and characterise our risks, and understanding what those potential risk treatments or resilience strategies might be.”
The science community was urged to keep their work coming.
But that would be tough, with 10-year funding for the National Science Challenges ending in June, said Massey University Natural Hazards Professor Jon Procter.
Some areas of research would have to stop altogether, he said.

For goodness sake reduce the price of cigs etc. Putting the price up and with the extra GST payment from the 15% on the new price – it is too much. And so cute to worry about people smoking and getting sick while gummint drives people mad by carefully paying them less than the cost of living and providing low wage competition from desperate people who have come from overseas on mumbled promises of wellbeing.
