Israel’s Daily Toll on Palestinian Life, Limb, Liberty and Land

In a letter to the Security Council invoking Article 99 of the UN Charter, the UN Secretary-General reiterated his call for a humanitarian ceasefire and stated:

“We are facing a severe risk of collapse of the humanitarian system. The situation is fast deteriorating into a catastrophe with potentially irreversible implications for Palestinians as a whole and for peace and security in the region. Such an outcome must be avoided at all cost.”

Based on this, a special Security Council session will be held in the coming days.  

• Under international humanitarian law, parties to a conflict must take all feasible precautions to avoid, and in any event to minimise, civilian harm. This can entail evacuating civilians or giving effective advance warning of attacks, which provides civilians enough time to leave, as well as a safe route and place to go. All possible measures must be adopted to ensure that those civilians displaced can afford satisfactory conditions of safety, shelter, nutrition, and hygiene and ensure that family members are not separated. Civilians choosing to stay in areas designated for evacuation do not lose their protection.

• On 4 December, the World Health Organisation (WHO), expressed concern that the intensification of hostilities in and around Khan Younis “are likely to cut thousands off from health care – especially from accessing Nasser Medical Complex and European Gaza Hospital, the two main hospitals in southern Gaza – as the number of wounded and sick increases.” 

• On 5 December, WFP warned that “the resumption of hostilities in Gaza will only intensify the catastrophic hunger crisis that already threatens to overwhelm the civilian population.” The statement indicated that “the renewed fighting makes the distribution of aid almost impossible and endangers the lives of humanitarian workers.”

Restrictions of movement: Palestinians in the Occupied West Bank, East Jerusalem and Gaza are under relentless and extreme control over all travel and movement.

Settler Violence and Israeli Army complicity

Since 7 October, OCHA has recorded 318 settler attacks against Palestinians, resulting in Palestinian casualties (35 incidents), damage to Palestinian-owned property (241 incidents), or both casualties and damage to property (42 incidents). The weekly average of such incidents during this period stands at 39, compared with 21 incidents between 1 January and 6 October 2023. However, the number of incidents since 7 October has gradually declined from 80 incidents in the first week (7-14 October) to 18 incidents in the last (27 November – 3 December). One-third of these incidents included firearms, including shootings and threats of shootings. In nearly half of all recorded incidents, Israeli forces were either accompanying or reportedly seen as supporting the attackers. 

Gaza Strip

Armed Palestinian Resistance: Palestinian Resistance continued launching dozens of missiles towards the Green Line.

Air strikes: Heavy aerial bombardment on buildings, homes and many facilities.

Victims: Another 929 people in Gaza have been killed by Israeli forces, now raising the total to more than 17,177. Another 2,384 people have been wounded, bringing that number up to more than 46,000. Precise statistics are not available, due to the violence surrounding hospitals in the Gaza Strip.

Attacks: All over Gaza, there is heavy gunfire, tank and artillery shelling, as well as missiles fired from Israeli forces and military occupation, especially in Khan Yunis.

West Bank

Israeli Army attack – 1 wounded: Ramallah – 11:40, Israeli Occupation forces shot and wounded a Qarawat Bani Zeid villager: Sayyaf Mahyoub Ahmed Marei.

Israeli Army attack: Ramallah – 03:45, Israeli forces, storming into the city, fired live ammunition, rubber-coated bullets and stun grenades.

Israeli Army attack – 1 youngster killed and 2 other people wounded: Jenin – 19:20-05:20, the Israeli Army, firing live ammunition and stun grenades, stormed into Ya’bad, invading homes and killing a 16-year-old youth: Omar Mahmoud Sadiq Abu Bakr. Two other residents were wounded during the raids.

Israeli Army attacks – in city and refugee camps: Tulkarem – 23:45, Israeli troops, firing live ammunition and stun grenades, stormed into the city as well as the Nur Shams and Tulkarem refugee camps.

Israeli Army attack – 5 wounded – home invasions: Nablus – 06:30, the Israeli Army, firing live ammunition and stun grenades while invading homes, wounded five people: Ibrahim Yousef Aktishat, Ahmed Khaled Jabri, Raad Jalal Abu Al-Rish, Muhammad Jalal Abu Al-Rish and Jalal Hilal Oweijan.

Israeli Army attack – 1 killed, 2 wounded – home invasions: Nablus – 09:30, Israeli troops, firing live ammunition and stun grenades, stormed into the Balata refugee camp and raided homes, killing one resident, Abdel Nasser Mustafa Riyahi, and wounding two others: Ahmed Amjad Sami Mustafa and Mahmoud Yasser Wadih Qaraan.

Israeli Army attack – 2 wounded: Bethlehem – dawn, the Israeli military, firing live ammunition and stun grenades, stormed into the village of Battir, wounding two people: Ali Musa Arif Masalmeh and Muhammad Ziyad Abu Ajamiya.

Armed Israeli settlers‘ attack: Bethlehem – evening, armed Israelis, from the Gush Etzion Occupation settlement, opened fire towards passing vehicles at the nearby road junction.

Israeli Army attack – 1 wounded: Bethlehem – 02:10, raiding Israeli troops, while storming the village of Artas, wounded one villager: Raed Mahmoud Ibrahim Saad.

Home invasion – 1 resident taken prisoner: Jerusalem – 13:00, Israeli Occupation forces invaded a home in the Jabal Mukaber neighbourhood and took prisoner one resident: Moatasem Yazid Khalayla.

Home invasion and demolition: Jerusalem – 13:00, Israeli forces demolished a house, in the Silwan neighbourhood.

Home invasions in refugee camps: Tulkarem – 23:45-07:40, Israeli Occupation forces raided the Tulkarem as well as Nur Shams refugee camps, raiding a number of homes and taking prisoner four people.

Home invasions – 5 wounded – 3 taken prisoner: Nablus – 06:30–07:30, the Israeli Army raided Nablus, wounding five residents while invading their homes. Three people were also taken prisoner.
