It looks like the situation in India is getting worse covidwise before it gets better. Could a navy ship with inoculated crew head over there to pick up those blocked from returning to NZ? And when back in NZ, do some laps around the country until all on board are either over it or have been inoculated.
Weird stuff going on there. UP has a lockdown at the moment, but ONLY on Saturdays and Sundays.
