Does the gummint care about crime and whether people, especially women and chidren are safe in their daily lives? Even when a perp is caught he/she will be released unchanged or worse, often to start the same behaviour. They may be allowed to live next door to one of their victims. It is as if he criminal has been punished for a crime against the state and when the time is up, they are released without consideration for the feelings or comfort or safety of their victim or the greater community.
