  1. The first thing that needs to be stripped away in an emergency is bureacracy. I found this during the Christchurch earthquakes as I was policy advisor for a large government department. The rules did not work in an emergency situation where stuff just needs to get done. When contacted by workers and managers I told them to do what they needed to do and write in their notes that they has consulted with me first and I had given them permission to do so. I expected to get fired over this, but I never did.
