The letter isn’t addressed to the public, it isn’t journalism, so it’s a bit misleading because there is no wider context. In the UK the first four would be enough on their own to have you in court.

She is a minister of the crown she ( god forbid ) represents the people of NZ she is NOT her own woman while conducting the service of the crown she is supposed to be there on government business and be respectful in all ways to her hosts not conducting her own vile agenda .
