  1. There is an enormous difference between catching/killing seabirds, and discarding by-catch. They should not be conflated. The former is bad, and fishermen need to know how to avoid this.

    But by-catch is quite different. How is a fisherman to stop the “wrong species” getting into his net? And if he does report these “wrong fish”, he is enormously penalised, such that if he reported accurately, he would very soon go broke.

    The so-obvious solution: allow reporting of by-catch, without financial penalty, and perhaps allow by-catch to be landed and put to use, albeit with no financial benefit.

    Or, train fish to avoid nets they’re not supposed to get into.
