NZ will be ‘dumping ground’ for high-emission cars, EV advocate warns
The transport minister is dismissing fears New Zealand will become a dumping ground for high-emission vehicles as the government slashes the Clean Car Standard.
The standard – an effective penalty set up to incentivise the uptake of low- or zero-emission vehicles – will drop by nearly 80 percent at the end of this week.
Importers will be charged $15 per gram of CO₂ for new imports instead of $67.50, and $7.50 per gram of CO₂ for used imports instead of $33.75.
Transport Minister Chris Bishop has made a strong case for urgent change to save consumers hundreds, if not thousands, of dollars when buying a new car.
“If we don’t act there will be $264 million in net charges that could have and likely will be passed on to New Zealanders through higher vehicle prices,” he said.
Drive Electric’s board chair Kirsten Corson described the change as “really disappointing” and “embarrassing”.
“If you look at us compared to Australia, in Australia you’re paying $100 as a penalty and now we’ve just slashed that to $15 in New Zealand.
“So we are going to become a dumping ground for high-emission vehicles.”

Why do they do it? Because they’re ideological zealots who continue to push a wheelbarrow full of failed neo-liberal refuse up a hill littered with the jagged fallout of the 50 previous times they attempted the same things, only for them to predictably fail. There is plenty of EV supplied to the market.
Nobody is buying enough to offset the penalties that utes and SUV will occur. So, it’s a demand problem.
The clean car discount was always going to be a shortterm intervention until EV and ICE got to price parity.
They have. The CCD was a good marketing ploy as EV buyers were rewarded with a cheque. Even with a check the EV 2 years ago were dearer than today.
The targets on the Clean Car standard have not changed (they were stricter than OZ until 2027 when they aligned) it’s only the penalty. So, why pay a tax that does nothing to reduce co2 emissions.
The lack of supply was used cars from Japan. The didn’t do EV they did hybrids and those hybrids would have been subject to penalties next year.
Ohh, and the petrol era is here for years. IEA new predictions is 13 million barrels (169 a barrel, 2.2billion l) per day increase over todays demand by 2050 = 5.5 billion kg co2 increase for just the year 2050.
This change is a weak gnats fart in the global biosphere.
