On 3 November, the Gaza Ministry of Health reported receiving 45 bodies of deceased Palestinian detainees, bringing the total since the start of the ceasefire to 270. According to a rapid intentions survey conducted by a Site Management Cluster partner between 20–23 October, most displaced families in southern Gaza have not moved since the ceasefire, with only 7% returning to pre-displacement areas — mainly to partially habitable homes due to access to services and family reunification. The majority remain in displacement sites due to destroyed homes and lack of alternatives, with urgent needs focused on food, shelter, water, and WASH support. Living conditions remain fragile, with limited access to life-saving humanitarian services.
West Bank
Since 24:00 on 7 October 2023, Occupation forces have imposed a complete closure on the West Bank (due to the aggression in the Gaza Strip), and have prevented people, including permit–holders, from entering the city of Jerusalem as well as Israel, with the exception of diplomatic and international missions and humanitarian cases after prior co–ordination, until further notice.

Reports of attacks by Israeli settlers on Palestinians and their property across the West Bank continue. Many are related to Palestinians’ attempts to harvest their olive crops.
Palestinians have been killed and injured. Their homes and property damaged. Their livestock attacked. More trees have been damaged and more communities affected this year than in the previous six years.
The failure to prevent or punish such attacks is inconsistent with international law. Palestinians must be protected. Impunity cannot prevail. Perpetrators must be held accountable.
Israeli Army attacks: Jenin – the Israeli Army, firing live ammunition, continued to storm the city as well as the refugee camp.
Israeli Army attacks – home invasions: Tulkarem – Israeli soldiers, firing live ammunition, continued to storm the city as well as the Tulkarem and Nur Shams refugee camps, invading and occupying homes.
Home invasions – stun grenades fired: Tubas – 20:10–01:20, Israeli Occupation forces, firing stun grenades, invaded a number of homes while raiding the city.

Israeli Army – land-grabbing settlement development: Hebron – the Israeli Occupation‘s Planning and Building Committee issued a new settlement plan, adding two buildings in the Old Cityvegetable market, the construction of two apartment buildings with a total of 63 residential units and a third building to house education classrooms, a library and a synagogue.
Occupation settler water crime: Jerusalem – dawn, Israeli Occupation settlers raided the Bedouin community, east of Mikhmas village, and destroyed the water supply network.
Occupation settler violence and vandalism – homes damaged: Jerusalem – dawn, Israeli settlers raided the Bedouin community of Al-Ara’ara, near Jaba village, assaulting residents, damaging homes and destroying livestock feed.
