I am not so sure it was entirely in discriminant as the pagers (and even more recently overnight the walkie talkie bombings) are specifically targeting communications within the Hammas organisation which has been described as terrorist by some. Could this be part of a larger plan to destabilise and then assault Hammas on multiple fronts – we should know more about this soon.
