I would argue it was incredibly targeted and specific in the extreme. WAY less collateral than an airstrike.
I am not so sure it was entirely in discriminant as the pagers (and even more recently overnight the walkie talkie bombings) are specifically targeting communications within the Hammas organisation which has been described as terrorist by some.
