“REPORT | Israel sets sweeping conditions for the return of displaced Palestinians to northern West Bank camps

⚠️Escalate all #BDS campaigns to hold Israel accountable for West Bank crimes too ⚠️

Lebanese daily, Al-Akhbar, reports that Israel has laid out a framework for the return of more than 44,000 Palestinians displaced from Jenin, Tulkarem and Nur Shams refugee camps. Families, uprooted since early 2025, remain scattered across nearby villages, schools, mosques and rented flats they can no longer afford.

Local officials say a US delegation visited Nur Shams two months ago in co-ordination with the Palestinian Authority, relaying Israel’s demands. Beyond immediate restrictions, Israel presented a broader “roadmap” for withdrawal and return. It requires:

➤ A ban on political activity inside the camps

➤ Security screening of all returnees by Israeli forces and Israel’s right to refuse

➤ Prohibiting UNRWA from resuming operations

➤ Acceptance of the new physical layout created by demolitions, including widened streets and no return to destroyed homes

➤ The PA tasked with restoring infrastructure under full Israeli military oversight, alongside deployment of Palestinian security units

➤ Establishing a joint Israeli–PA security centre inside the camps

➤ A PA commitment to resettle about half of displaced residents outside the camps

Israel warned that failure to meet these terms could trigger another invasion at any time.

On the ground, the devastation has been immense. In Jenin, over 70% of homes were destroyed outright, with the rest left uninhabitable. In Nur Shams and Tulkarem, around 400 homes were demolished, 80 burned and every dwelling damaged — losses valued at roughly $79 million. Entire neighbourhoods, shops, clinics and schools have been wiped out.

Al-Akhbar notes that all three refugee camps remain under permanent military presence, with Israeli checkpoints, patrols and surveillance systems installed. Residents insist they will return, regardless of the conditions imposed, refusing solutions that would erase the camps and the refugee question itself.

Leslie Bravery is a Londoner with vivid World War Two memories of the Nazi blitz on his home town. In 1947/1948 His father explained to him what was happening to the Palestinians thus: “Any ideology or political movement that creates refugees in the process of realising its ambitions must be inhuman and should be opposed and condemned as unacceptable.” What followed confirmed this assessment of the Zionist entity a hundredfold. Now a retired flamenco guitarist, with a lifelong interest in the tragedy of what happened to the Palestinian people, he tries to publicise their plight. Because the daily injustices they suffer barely get a mention in the mainstream news media, Leslie edits/compiles a daily newsletter, In Occupied Palestine, for the Palestine Human Rights Campaign. These days, to preserve his sanity, he enjoys taking part in a drama group whenever possible!
