A draft resolution calling for an immediate and permanent ceasefire in Gaza failed to pass in the UN Security Council on Wednesday after the United States cast the only veto – blocking the initiative backed by all ten elected members of the Council. As one of the council’s five permanent members, the US holds veto power – a negative vote that automatically blocks any resolution from going forward.
Had it been adopted, the draft would have demanded “an immediate, unconditional and permanent ceasefire in Gaza” to be respected by all parties.In addition to a ceasefire, the draft resolution demanded the “immediate and unconditional lifting of all restrictions” on the entry and distribution of humanitarian aid in Gaza, calling for safe and unhindered access for UN and humanitarian partners across the enclave.
It also urged the restoration of essential services, in accordance with humanitarian principles and prior Security Council resolutions.
West Bank
Palestinian Monitoring Group — Since midnight on 07 October 2023, Occupation forces have been imposing a complete closure around the whole of the West Bank, preventing people (even including permit-holders) from entering both Jerusalem City as well as Israel, other than for especially-negotiated exceptions. Permanent military checkpoints impose severe travel restrictions within the Occupied West Bank.

Israeli Army attack – home invasions – 1 wounded: Jenin – 21:20, Israeli forces, firing live ammunition, raided the village of Siris, searching and occupying homes and other buildings as well aswounding one resident: Ahmed Naim Qatit.
Israeli Army attacks – refugee camps: Tulkarem – the Israeli Army, firing live ammunition, continued to storm the city as well as the Tulkarem and Nur Shams refugee camps.
Israeli Army attack – 1 wounded: Qalqiliya – 00:30–06:30, Israeli troops stormed the city, wounding one resident, Amin Shana’a, and taking prisoner one other: Sujoud Nofal.
Home invasions – robbery – violence and injury – 1 taken prisoner: Ramallah – 03:20, Israeli Occupation forces raided the village of Kafr Malik and invaded a number of homes, taking prisonerone person, Salama Saleh Bakr Hamayel, and robbing one other householder, Ziad Arif, of cash to the equivalent value of close to $US7,700 as well as gold jewellery. Another resident was severely beaten and hospitalised by the invading troops.
Israeli police and settlers’ mosque violation: Jerusalem – 08:00, Israeli settlers, escorted by Occupation police, invaded the Al-Aqsa Mosque compound and molested worshippers.
Israeli Army raid on school and aerial surveillance: Tubas – Israeli forces raided the Al-Tahadi School, in the village of Khirbet Ibziq, using a drone to film it.
Israeli Occupation mosque violation and population–control: Hebron – dawn, the Israeli Occupation refused to open the Ibrahimi Mosque, including its facilities, courtyards and gates, on the first day of Eid al-Adha. They also refused, for the seventh time, to open the mosque’s eastern gate, continuing its control over it by closing it to worshippers on Fridays, the Night of Power during Ramadan, as well as Eid al-Fitr and Eid al-Adha.
Occupation settler terrorism – pastoral sabotage: Tubas – 17:05, Israeli Occupation settlers terrorised a farmer grazing his sheep in the North Jordan Valley al-Farisiya area.
Occupation settler violence and Israeli Army complicity: Tubas – 18:10, Israeli settlers assaulted four people in the North Jordan Valley Humsa area, two of whom were then taken prisoner by Occupation troops.
Occupation settler arson – agricultural sabotage: Qalqiliya – 05:30, Israelis, from the Kedumim settlement, set fire to crops on land between their settlement and the Jit village roundabout.
