The deliberate managed decline of rail (often well disguised on the peripheries) only benefits the largest truck companies, and has done since KiwiRail came into existence in 2008. Best railway practice is deliberately avoided by KiwiRail. Setting up IREX to fail under Labour for it to be cancelled under National was a master class in political manipulation.
