Sir Brian Roche letter discusses more than halving public service agencies from 42 to 15-20

A previously unseen letter from the Public Service Commissioner discusses reducing the number of Government agencies from 42 to 15 to 20.

But Sir Brian Roche and the Public Service Minister say no decisions have been made.

The Government has been working towards a public service headcount reduction target of 55,000 fulltime equivalent (FTE) roles by July 2029, as announced before Budget 2026.

The just-released document from August 2025 shows Roche wrote to then-Public Service Minister Judith Collins saying: “we need to move towards fewer agencies (42 down to 15-20), underpinned by common technology and a lot more AI”.

In the letter, the commissioner said it would take three to five years and deliver better services for lower cost, with fewer public servants.

It is nothing short of a full frontal attack on the State masquerading as cost cutting.

So not only are the Right trying to start a race war and implement property rights above human rights, they’re going to snap their fingers and simply destroy half the State for the pure ideological symmetry of it?

Seymour thinks the Māori Chiefs who signed the Treaty, Nelson Mandela and Jesus Christ would all vote ACT, at some point the rest of NZ is going to stand and deny him right?

You can’t hate Jacinda so much that mutilating the State is your solution?

  1. Denmark (same population as NZ) has 21 ministries. Ireland (same population as NZ) has 18 government departments. So why do we need 40+ departments, Martyn?

  2. Today, annoucment lets not burn the books, just slash and burn the staff at one of our true Educational Treasures, our National Library. Educators over decades, its life time existance, have been allowed freedom to ask and seek its Historical Treasures within its treasured walls. So no new taxes, these philistines call throughout our whenua, as they slash and burn peoples employment within our educational care structure, and also other care structures of our society.

  3. Not really the same as DOGE. More like consolidation in the manner of MBIE. Of course some might say MBIE has not been an overwhelming success. Another analogy would be the consolidation of the CRIs. Originally one (DSIR), then 7, now 3.
