How about an independent arbitration court that can hear disputes and make impartial judgements binding employers and employees?
This is used elsewhere and was used here. It prevents strikes and lockouts and thereby increases productivity.
It does have the drawback of giving fair and just wage settlements so I can s why the coalition would not want it.
